SIMPSONVILLE, S.C. - Declaring that outsiders should ''butt out'' out of the issue, George W. Bush was dismissive Monday of an NAACP effort to push for a
national tourism boycott of South Carolina to force down the Confederate flag from its Statehouse. Campaigning in the state, Bush said the NAACP's boycott plans were initiated by ''some people who don't live in South Carolina, evidently'' and he reiterated his position that ''I think the good people of South Carolina can'' settle the issue. The flag controversy has embroiled South Carolina for several years. The state is the only one in the nation to fly the Confederate flag over its Statehouse, although Georgia and Mississippi incorporate part of the design into their state flags.
